factor of safety for shear in RC-Columns

Dear Sirs
Could I get advice for the following inquiries :
- Why does the safety factor for shear in columns is very high when I use only external stirrup ?
- Why does the safety factor for shear in column with internal stirrup is less than that of the column without internal stirrup ?
Please , Could you take a look for attached captures and file.

I can't see such problem. Could you send me the file where you have the 'middle' stirrups defined?
