I have a tower sitting on a raft with elastic parameters but I get a warning that there are no supports. Is this normal or am I missing something. Thanks in advance.

It is normal if there is no phisical support in model.
Elastic ground is not treated by verification as a support.

You can use elastic foundation on a panel but don't forget some kind of lateral restriant. i.e. block UX, UY. The elastic spring is in UZ. Depending on the model may need to block RZ too.
