Is there any way of having the project information that is linked through a Title Block shown in my drafting view?  For example project information, address, etc...

You can't insert a Title Block Family into a Drafting View, nor do I think that there is any way to automatically get the Project Info to display there. You could create a Title Block Family (No border, just text Labels) and create a Sheet View and set that as your starting View. Remember to clear the 'Appears In Sheet List' option.
