I am trying to do an enlarged plan of an apartment and would like to crop out a section of an adjoining apartment that falls inside the crop box. Is there a way to do a non rectangular crop region?

Not at this time. That's an item that's on every Revit wish list, I think.
If you want to 'block out' an area of a View, you can create a Masking Region, and that should do the trick. Be sure to place the boundary lines to "<Invisible Lines>" while sketching the boundary region.
Note: This method will fail if your View is set to Visual Style: Wireframe.
