I have a 240/120V 3w-1P Panel PP4 feeding feeding another 240/120V 3w-1P Panel PP4A. In the the panel schedule for PP4 it shows the breaker feeding Panel PP4A as a single pole breaker and the load on Phase A but incorporates the Phase B loads in the the totals. How do I make the feeder breaker 2 Pole or do I have to do some creative thinking?

The number of poles is set in the connector of the element you're circuting, not the panel. Once you set the number of poles in the elements, the panel will read the 2-pole breaker.
