When I try to add material one part of a slab, it adds it to everything. How do I make it so I can add material to just one specific spot?

2 ways,
1. Make multiple floor slabs each defining the actual construction/ materials.
2. Use the split face tool to split one slab face into multiple faces and then the paint tool to paint in the material you want in the diff. areas.

You first need to use the Split face tool to separate the surface into two areas.
