Does Revit Architecture use the ICS (project point startup location) as the base insertion point for a Civil 3D export? If you assign the shared coordinate point (survey) to a location and move the project to that location, the ICS defaults to the new survey point location when imported in Civil 3D. This does not reflect the relationship of the survey point to the Revit model. Can the Survey point and the model maintain their relationship, regardless of the project coordinates?

The Revit to Civil3D ADSK workflow reflects the Survey Point location. If the survey point is 0,0,0, this is the value you will see in the import dialog in Civil3D [and export dialog in Revit].
You can unclip and move the survey point to the desired location at the building or site. Then this point will be used on import.
