Yes and no. If you don't have a template for what you want, you can
always start with a generic template and then under Family Categories
on the settings bar change it to be in the desired Category. It's
quite flexible, actually.
So start with the 'floor hosted Generic Family' template, and then
model/draw/whatever your floor-mount plumbing fixture, then set it's
category to 'Plumbing Fixture' and save it out to your library. Revit
will make it behave as both a floor hosted element and a plumbing
fixture when it's loaded into a project.
