Are the total number of Tabs in a Workspace available to configure fixed?

Yes, the total number of Tabs is fixed and is always available in each workspace.  You can decrease the number of tabs that are viewed within a record through setting permissions and configuring roles.  In certain cases, like the Change Log, even if the tab isn’t active via the permissions, the changes are still being logged in case you wish to enable this at a later time.
