custom objects

hello,

Is objectARX the only way to create custom objects so far? and if so, is it necessary to play with an archaic language like C++. Will VS 2008 express work for me? i have LDD 2006/Civil 3D 2006, windows xp home as a development platform and windows xp pro, autocad 2004 for in house application. I've read that owen wengards tool might be useful and that xp home is not recommended for development. Any comments?
