Limited panning in Infrastruc

If I create a map in Infrastructure Map Studion and then create a layout a pre-defined template, when I view the map using map server I can only pan around in the vicinity of the original view. I can pan anywhere using king's move or by clicking in the overview map, but the pan tool only works in a restricted area.
If I create a basic layout using the same map and view it in map server I don't have this problem. Help please!
