I am trying to define the scales for precaching my aerial photos in Studio. The software allows me to pick the low end and top end and pick the number of scale in between. The Help is not very helpful. Is there a way to define the scales in between?

Don't think so. I think Studio's UI is "my way or the highway" in this regard.
MapGuide Maestro lets you directly edit the scale list.
