There are too many sites out there with lists of layers that just go on
and on. These are far too cumbersome for novice users.
What we need is the ability to assign multiple maps to a layout, with a
drop-down box that allows selecting between them.
Tools/tasks would need to be sensitive to the displayed map, and
possibly be defined against the theme rather than the layout.
