"Moving the Object or Block of DWG and DXF file?" - we have all been asking for this one since day-1 (perhaps a FDO Provider for DWG?) - you have to export the DWG or DXF from within AutoCAD Map to get the data out.
It was standard in MapGuide 6.5 and earlier but does not exist in MapGuide Enterprise or Infrastructure Map Server (DWG really needs to be supported and Object Data and Link Templates supported too).
Sorry but that is a one of the biggest CAD-GIS chasms that exist,
I would recommend using a third party tool such as SAFE Software FME to read Autodesk DWG format so that an Autodesk Product (mapguide and Inf Map Server 2012) can use the Object Data.
