Cache MWF - Internet Explorer

We have mobile users that use gprs card in tablet PC's, so the network connection isn't very fast. The problem we are having is that the user has to download the .mwf file each time they wish to use the map (Taking several minutes).
Were using the ActiveX viewer with Internet Explorer V6. Viewing the http headers I can see that the maps are not coming from IE's cache even though there is a copy of the mwf file in IE's cache area.
Anyone know how to fix this problem, so that IE loads the mwf from the cache if there is one there?
Tried the Expires header (Amongst other things) and I can see its in IE's cache with an expiry date in the future, but IE still loads the map from the server.
