how to create a smooth transition between radii, then flange on that feature

I am struggling to create a smooth transition between radii called out on a drawing. I am also unsure of how to create a flange on that edge of my part.
Here is the drawing and the model I have created so far. Any advise is greatly appreciated.

I'm thinking I can just create fillets at the intersectiosn of the arcs to smooth the transitions between the ars out but I am still lost trying to create a flange on the arcs. I have attempted to use all of the sheet metal tools with no luck.

Because the flanges are really curved, you won't be able to use sheet-metal. Think of Sheet-Metal within Inventor as work done on a brake, straight lines only with the addition of "Rolled".
I might try using surfaces to create the basic shape (one side/face) then use the thicken function.
