In laying down a segment you can specify the height above the surface. If you want to move the point around, you can use the 3D move command.

Is it possible to constrain this point by dimesioning to other geometry?

Yes I am talking about Routed Systems. Once again, I found the answer by trial and error.I was waiting for the projected line from the pointer to snap to the work point, instead of selecting it directly with the pointer.So the answer to my question is: Yes it can.
