Rotated spline becomes unusable

I have a spline that runs through about 70 points to make the perfect line. But when I rotate the scketch the spline turned from green to black and is no longer recognised as a boundry. I then have to delete the black line and re-draw. What is going wrong? How do I keep the spline green and usable?

Why are you rotating the sketch?
Did you turn it into a Sketch Block first?
Can you attach the *.ipt file here?

I am rotating the part because the part in the design rotates and I need measurments at every degree of rotation. So I rotate the sketch make my measuremets and then rotate again.
No it is not a sketch block.
No I can not upload the ipt file it has sensitive design that I am not aloud to show.

Problem doesn't make sense to me without at least a picture, but my guess is that turning into a Sketch Block might solve the problem.
