Placing tangent constraint

I am trying to place a tubes cylindrical surface to another tubes cylindrical surface using add constraint. How do I specify which side of the target surface to apply the constraint ?

Anthony,
I would use the Assemble command.
Then once you have selected your first tangent surface choose the second and you will see these selections.

That's great thanks, this has really been bugging me with the constraint add command. is this not possible using constraint ?

Sure it is. The same Inside/Outside options are in the Constraint dialog box.

Attach your assembly here. I have never had trouble getting appropriate assembly constraints.
