Merge flat surface to circular surface

I am trying to merge the gaps left from extruding a flat surface off a circular surface, delete face and heal does not appear to work. Please see attached screen shot of the area in question. Does anyone know why this is not working / have an alternative method to complete the action ? Thanks to all

Could you create your sketch on an offset workplane and extrude 'to the cylinder'?
