Can files of Inventor 6 be saved as 5.3 format? Or can inventor 5.3 or lower version open files of inventor 6?
If not, why? And what's the solution for this issue besides using IGES and STEP?

Nope one way only.
There have been advances in the modeling kernel
that don't allow older version from opening new version files.

SAT/STEP/IGES those are the best options in that
order..
