I complete a full instalation of Inventor 2013 without errors, but when I enter into the design environment pan and camera mouse interactions aren't functioning correctly, as well as drop down menu options do not execute in any way?

Not a supported O/S at this time with Inventor 13. There are some instances of people having luck as well as problems with 2013 on Win8

This is the link for update 1 of SP1 for Inventor 2013, which you will need for stable (but unofficial) support of Windows 8
