Is there a way to insert a bitmap into IV5 and use it as a decal...and set the background transparent.

nope.. in R6 there is..

You can make the BMP a texture but it's hard to
control what it will look like...

Yea.. no kinding ...need a little program to set texture to scale to part instead of tiling.
