Many of the Extrude and Revolve will work with open profiles if Match Shape is checked. But in this case it seems to be a bug.

I guess I've never seen that before. But when I closed the loop and redefined the feature, the hole command worked as expected on the part. So, that made me suspect the feature as being part of the problem.
I learned something new today.
