Custom iParts location

When you read Inventor 2011 Help topics and tips about iPart/Custom iPart file locations or pathways, does Inventor assume you are using Vault?
We do not use Vault. I am able to get parts from a regular iPart factory to go into a folder that is specified in the projects library tab, but I am not able to get custom iParts to go into a folder set as a proxy path (it has the underscore in front of the folder name). The parts created from a custom iPart factory always go into the folder where the active project is located???

The active project setting provides the default location for custom iPart member. The destination location and filename also can be changed in the Place Custom iPart dialog.

Is there a way to force custom Iparts to save into a specified folder rather than in the folder containing my project folder?
