Please refer to the following WikiHelp article for detailed information about Inventor Content Center Libraries:

It appears that you did not install Inventor GOST and Inventor Others Standards when you installed Inventor 2013 from Product Design Suite Ultimate 2013. Please re-install Inventor Content Libraries 2013 (Desktop Content) and make sure you select those two missing standards. You cannot use previous verions ones.
