Is the Collapse All Children in the Feature Tree only available in Part Environment?

No, this functionality also availble for an assembly or sub-assembly.

Would you care to explain how I use this function in the Assembly or Sub-Assembly environment?

In the Part Environment, I can RMB and Collapse all Children. In the Assembly Envirinment, if I RMB on the feature tree, I do not get the option to Collapse all Children.

Hi, do you want to collapse/expand all features of each part? If yes, you need to change the view from Assembly View to Modeling View. Please refer to the attached picture for the details. For assembly view, there is the Collapse All Children command when you RMB on the top assembly or sub assembly browser node. If not, can you give us more details of your requirement?
