In Inventor R11, SP2 why :
(1) Why can't you use the Sweep command with a 3D sketch?
(2) Why can't you draw circles in the 3D sketch environment? What do you do if you need to sweep a cut with a circular profile along a 3D sketch line?
Thanks,
MIke

1) I can and here is an example http://home.pct.edu/~jmather/content/DSG322/Invent or%20Tutorials/Inventor%2011%20Tutorial%207.pdf
2) A circle is a planar (2D) object - don't need a 3D sketch.
See above tutorial for 2nd part of question. You can create a workplane anywhere along a sweep path for the profile( or use one of the base workplanes if appropriate).
Can you post your file.

Here is the file.
Of course you should also try recreating the sketches on your own. This one is simple sketches.
And you can also use Included edges from existing solids in the 3D sketch path. This particular tutorial doesn't demonstrate that functionality. 3D sketches can also be used for complex curve driven feature patterns (the Rectangular Pattern is really a misnomer - it can do much more than rectangular patterns). Post what you have so far if you have trouble with your design.

I've been away from the Inventor Group for a while but it has always been customary / required of us to post files in CF. Is that still true?

No, a while back they changed the forum such that there is no compelling reason to post in CF.
Now if they would up the limit to say 5Meg over there and lower say 70k primarily for jpg here....
