You may have encountered an issue with the Publisher help link, which is intended to point to WikiHelp
There is a simple fix that can be used immediately until the issue is more permanently solved:
Edit the HelpConfig.xml file that is installed at C:\Program Files\Autodesk\Inventor Publisher 2013\Help and change the <OnlineUrl> value from “http://wikihelp-stg.autodesk.com” to “http://wikihelp.autodesk.com”.
