In 2013 R2, elevation issue with Building objects

when brining in polylines, and selecting "Buildings" as the object type. It will ignore any entries i put in Z elevation box, or change Z offset boxes on the Geo Location tab. It forces it to 0 (or the surface if you have one). It also ignores any value you place in "Set Elevation" on the drape options....it also ignore manual property entries in the Transfor Z variable in propoerties pallete. all 4 of these settings worked in every other version. Also, this happens on every Model, new, or updated from previous versions.
The Z "override" settings work on other object types like "City Furniture" without a problem.
Is there a new setting that is causing this? am I missing something?

Did you try setting the "elevation offset" property?
