at the moment for creating the user for the Gis Desing Server (Severe) for Password supplied is incorrect an existing account.

Es problema quizas pueda ser el idioma del S.O, es decir, debe ser igual al idioma de la aplicación. Los dos en ingles o los dos en español. Por otra parte debes estar con el usuario administrador del equipo, ya que la aplicación crea el usuario.
