"Insulation Parts" Option across all CID patterns

These values will only work for one thickness of insulation.

The values entered here will affect all insulation types and thicknesses.

You can set the values within this window to cut back one thickness of insulation properly, but the values entered here will be global and will effect all insulation materials and thicknesses.

There is an option on some CID patterns (Insulation Parts) but not all, that when used allows the user to place a cut back PER insulation via the insulation developments window.

If the item does not have the insulation parts option, it then looks to the Database-->Fittings-->Pattern Options-->Insulation window to get its adjustment values.

This causes problems for the different thicknesses of insulation.

Every pattern should have the Option "Insulation Parts"
