Fix Annotation

It would be nice if annotation was enhanced.   The current process is fraught with problems.

Adding:

Multileaders

Annotative Text

Basically anything AutoCAD has.

Keep things like CTEXT but get the leaders and stuff right.  Also expand the data that is available in the addreport command.

On reflection  I would want to see the following

1. That ctext could insert a multileader which could have its own block.   Where the landing once placed stays placed. 
2. That there be an option to place a frame around any of the built in text like size, levels, etc.   just like numbers.  It should have the option to be square or rounded ends and the leader should come off the vertical middle of one end.  There should be a landing options.  Landings should always be horizontal.   Currently its very messy.
3. That ctext sized from add reports become a little more consistent on how the size is determined.  Currently if the ctext is inserted in a block, the size of the block is determined by  the text height/scale box.  This means it can not be changed without going in and changing the report.  If no block is used then the size of the ctext is determined by the textsize sysvar.  This is good.    There should be a textscale variable that controls the scale. 
4.  Any text should be able to be detached from the object but it should retain all its formating attributes   In otherwords it should not be completely exploded.
5. Some kind of annotative text.

Also, on pipes/rounds, can we have the option for 'size' text and 'level' text to be auto centered in relation to pipe length, so it works the same as dimension text.  If we increase or decrease pipe length the size and level auto adjust to be centered over pipe.
