I just fixed that.  Missed a permission assignment for "employees" and other moderator roles.  Let me know if you see otherwise

Moderators can remove avatars.  Just ping them through "Report Innappropriate Content" links or direct message  Discussion_Admin

You can choose not to select one (or can request having your avatar removed by the moderation team), but there is not a setting not to view them.
