What about volo view? It can measure drawing entities, so there has to

No. Page size in the express viewer is 33.1 x 46.8 mm. 8.5 x 11 inches
are 215.9 x 279.4 mm.

There are two transforms involved with DWF Paper <-> DWF and DWF <->
Model. The measuring is done using the latter transform.

Be sure you're plotting your dwf at 1:1. This was my initial mistake.

You mean that an 'old' dwf file (prior to dwf 6) contains no information
