When I try to follow a relative path hyperlink (Created in AutoCAD 2002),
Express view adds a http:// to the front so the path is changed to
http://structuremaps/M107BFL.DWF instead of structuremaps/M107BFL.dwf. Is
there something I can do when creating the hyperlink that will prevent the
addition of the http://?

Yes. This is a known issue for the Express Viewer. This will be fixed with
the next release. Note that we are planning on getting the Express Viewer
releases at a higher frequency.
