Convert to Microstation and Vice-Versa?

We are working on a PennDOT job and they require all of their CAD drawings to be in Microstation format. Additionally, all of their CAD drafting standards are Microstation files. Is there a way to convert Microstation files to AutoCAD and vice-versa? Thanks!

Microstation can read and write files to dwg
format. In my experience although you can get the data converted back and forth
you will need to spend lot of time fixing it. DOT will have certain standard to
wich you will need to produce the final outcome.

When we had to provide final drawings in
Microstation we used Microstation to create it and AutoCAD if DWG files are
required.
