Is there a way to keep your template the same as the paper size (ie 8.5x11) while altering your scale? I change the scale and my border template gets huge or small. I've tried locking it into the title block layer, doesn't change anything.

Don't know of one.
But a quick work around would be to select everything in the template and use the "scale" tool, choosing a factor that will undo the change in your object

Another way is my way; Have a selection of templates at 1:1, 1:10, 1:50, 1:100, etc. You only have to do it once !
