Software that is designed to make that really easy is more likely to be found in presentation (e.g. Powerpoint) or spreadsheet (e.g. Excel) than in drafting software. And again, I don't go back to ver 2, but do know ver 9. But here's a few thoughts.
If you mean literally a circle, then you could just draw the circle, draw lines from the center (any length) form the center at the appropriate angles, set the lin lengths to the radius of the circle, and then use fill hatch or fill solid from the all-in-one toolbars. This would also be what I'd call a simple view of a "pie chart"
Pie charts are also often drawn as an isometric view of a 3 d object. You can draw those in AS but that would be more complicated.
