I am having great difficulty in getting fills behind dimensions: both are on seperate layers.
I have tried re-naming the layers to shuffle them, moving the fills to the back and dimensions to the front.

Try putting the fills and the dimensions on the same layer. Select the
dimensions and 'move to the front' or select the fills and 'move to the
back'
