ASD Xref can not be osnapped

This is a mystery to me.  I have two ASD models that I am XReffing into Plant 3D.  One I can use OSNAPs just fine, the other will not respond to OSNAPs.  Any thoughts, ideas on what to do about this issue?  BOth models were created in ASD2014 and I am Xreffing into Plant 3D 2014.

Unfortunatey there is nothing in ASD preferences to set to make it easier in usage.

Thanks Jakub.  Not the solution I wanted, but it is the explaination and no need to keep banging me head on this issue.
