How do I make the raster image frame not plot? If I turn off or freeze the layer the intire image goes away.

Can't you just turn off the frames with IFRAME?

I found through a google search- the command is "imageframe." Settings 1 for on and 0 for off.

If you are 2006 or later you can also use imageframe = 2. Image frame shows and is selectable but does not plot.
