Raster Design won't load into Mechanical 2014

Normaly when you use a raster design command like IINSERT, raster design will automaticaly load. (this still happens in Acad and Civil 3D)

In mechanical I get the folowing error message:

c:\program files\autodesk\autocad raster design 2014\aeciibui57.arx cannot find a dll or other file that it needs.

How do I solve this issue?

Raster Design requires a number of paths added to the support file search path.  In the past, this has included the help directory for Raster Design (don't ask, because I can't figure that one out either).
