Cad appears only in Layout

We are fairly new at using the raster cad and one of the things puzzling us is we just had 3 DWG's e-mailed to us, 2 worked fine. The 3rd one was acting funky. The cad entities would only show up in the "Layout" tab, not in model space. What are we doing wrong?

Images that are attached in model space automatically show up in layout tab. Images inserted in the layout tab do not appear in model space.
