once in a while it happens that the "snap to quadrant" property simply
disappears.
(that means that when activating the "snap to quadrant" , i go with the
crosshair near a circle and no "snap to" sign appears on screen)
all the rest of "snap to" works except the above.
does somebody knows the reason and remedy
