I've been trying various methods to resize an existing viewport to make room for a new one. However, every attempt I've tried (drag corners, use STRETCH) appears to go through the correct motions, but the net result is zero (the viewport stays the same size. Is there a different command I should be using or am I missing something?
I have been having the same problems and cannot find a solution. I can move and scale a viewport, but I cannot stretch it with the grips. The properties tab shows the viewport as unlocked. Right clicking on the viewport shows it as unlocked. The mv command - lock - off command shows it as unlocked. The layer is not locked. All layers are on and thawed. Is there a setting I am missing? This is a new problem that just started, it used to work. Any ideas?

Using stretch command does fix my problem. I still don't know why I can't
use the grips, but at least I can get by. Thanks for your help.
Oops ... I hit Send before I finished the thought. Grips *should* work on
viewports in R14, but I've had them work oddly or refuse to work as expected
(or in the same manner as on, say a polyline). The STRETCH command just
provides a way around the stubbornness.

Are we talking R14 here? It didn't have viewport locking that I know of. Grips have always worked fine for me,
although clicking on a grip automatically executes the stretch command, which shows up on the command line. If you have
a file that is giving you trouble, you could try posting to the customer files for people to check.
Thanks for all your suggestions, some of which worked...sometimes. What I finaly figured out, is that with OSNAP on, when I resized it, the corners were snapping back to their original positions, hence, the "appearance" of not working.
