As far as I know there is no place where you can download P3D specs or catalogs.

The specs that are provided by Plant 3D are located at (.pspc & .pspx files)
C:\ProgramData\Autodesk\AutoCAD Plant 3D\Content\Specs
The catalogs that are provided by Plant 3D are located at (.pcat files)
C:\ProgramData\Autodesk\AutoCAD Plant 3D\Content\Catalogs

Coudl you please let me know the general procedure to implement it? Is possible to get this files somewhere?

The content that is included with Plant 3D catalogs is mostly ASME B16.10 and DIN. The specs are all based on the included catalogs. The spec sheets that you show looks to be clamped tube fittings. We currently do not have this type of piping content with Plant 3D. This is something that we will be adding in future releases.
We currently do not offer a spec and catalog download. We inlcude them in the install
