p3d 2012 - Default Imperial Handwheel Operator is Metric Sizing

When I tried to create a Gear Operator using the Plant 3D Parametric Graphics, I select Imperial and get metric sizing. 

I tried to change all the dimensions over to imperial, but it willl not come out the right size and the part becomes too small. 

It's like the parametric dimensioning for imperial is using a scale for metric.  Anyone know if this is a bug or am I doing something wrong here? See attachments .
