Edit the size in isometric symbol under project properties

See attached image. Change the Annotation text scale.

This one is not variable by changing annotation text scale. Enclosure type annotations (circle, rectangle etc.) you can only change by changing size in block (isometric symbols under ISO DWG settings as THERMAX-CHENNAI wrote). The only think you can change by annotation text scale is text in a brackets or without enclosure. I fought very long with this one.
