Try doing a re-install on Navisworks (shouldn't need to uninstall, re-installation can be done from the Control Panel), keep an eye for installation options specifically the Navigator. If Navisworks was installed before Plant3D it wouldn't have the opportunity to add the Navigator plug-in.
